CALL FOR CONSULTANCY - IMPACT ASSESSMENT OF LET'S BUILD'S SCHOOL PROJECTS
Consultancy for Impact Assessment of School Infrastructure Projects in Lusaka Province
1. Background
Founded in Norway in 2020, Let’s Build Foundation is an international non-governmental organization working to improve access to quality secondary education through infrastructure development. Guided by our vision, “A Classroom for Everyone,” we build schools to create safe and inclusive learning environments. Through a formalized partnership with the Ministry of Education, Let’s Build supports government in expanding existing secondary schools and providing school furniture. These interventions aim to increase enrolment, improve attendance, enhance learning outcomes and reduce student dropouts. Since 2024 when the Zambian office was established, Let’s Build Foundation implemented infrastructure projects across 17 selected secondary schools in all districts under Lusaka Province. As part of our commitment to accountability, learning and continuous improvement, Let’s Build seeks to assess the impact of these interventions to date.
2. Purpose of the Assignment
The purpose of this consultancy is to conduct a comprehensive impact assessment of Let’s Build Foundation’s infrastructure projects implemented since in Lusaka Province, evaluating effectiveness in improving access to education, learning conditions, student outcomes and overall impact on the school community.
3. Objectives
The specific objectives of the assignment are to:
Assess the impact of newly constructed infrastructure on student enrolment, attendance and retention.
Evaluate the contribution of classrooms to improved teaching and learning environments.
Analyse changes in student performance and progression (where data is available).
Assess stakeholder perceptions (students, teachers, school management, communities, and government officials) regarding the quality and usefulness of the infrastructure and school furniture provided.
Identify lessons learned, best practices and areas for improvement in project design and implementation.
Provide actionable recommendations to inform future programming and scale-up efforts.
4. Scope of Work
The Consultant or Consulting Firm will:
Review project documentation, including workplans, monitoring reports and baseline data.
Develop appropriate data collection tools (quantitative and qualitative).
Conduct field visits to a representative sample of the 17 beneficiary schools in Lusaka Province.
Collect data through surveys, interviews, focus group discussions and direct observation (whichever would be relevant)
Engage key stakeholders including school administrators, teachers, students, community representatives and Ministry of Education officials.
Analyse collected data to determine outcomes and impact.
Validate findings with Let’s Build Foundation and key stakeholders.
5. Deliverables / Outputs
The Consultant or Consulting Firm will be expected to produce the following:
Inception Report – detailing understanding of the assignment, methodology, tools and work plan.
Data Collection Tools – survey instruments, interview guides, and assessment frameworks.
Draft Report – presenting preliminary findings, analysis, and initial recommendations.
Final Report – incorporating feedback and providing validated findings and actionable recommendations.
Case Studies (optional but encouraged) – highlighting success stories or significant impact narratives.
Presentation of Findings – a summary of key insights and recommendations to Let’s Build Foundation and stakeholders.
6. Reporting and Supervision
The Consultant/firm will report directly to Let’s Build Foundation’s Country Director. Regular progress updates will be required and key deliverables will be reviewed and approved by the Let’s Build team.
7. Duration
The assignment is expected to be completed within a period of 3 to 4 weeks from the date of contract signing.
8. Proposal Requirements
Interested bidders must submit:
· Technical proposal outlining methodology and approach
· Financial proposal with detailed budget breakdown
· Company/Consultant profile
· Evidence of previous similar work (samples or links)
· CVs of key personnel
9. Evaluation Criteria
Proposals will be evaluated based on:
· Technical approach and understanding of the assignment (30%)
· Relevant experience and past performance (30%)
· Qualifications of key personnel (20%)
· Financial proposal (20%)
10. Payment Terms
Payments will be made based on deliverables as follows:
· 30% upon approval of inception report
· 40% upon submission of draft module
· 30% upon submission and approval of final deliverables
11. Ethical Considerations
The Consultant/firm must adhere to safeguarding, child protection, and ethical research standards throughout the assignment.
12. Intellectual Property
All materials developed under this assignment shall remain the property of Let’s Build Foundation. The consultant shall not use or reproduce the materials without prior written consent.
13. Required Qualifications and Experience
The Consultant (or consulting firm) should possess:
Proven experience in conducting impact evaluations, preferably with NGOs in the Education or Development Sector.
Strong expertise in both qualitative and quantitative research methodologies.
Demonstrated experience in infrastructure or education-related assessments is an added advantage.
Knowledge of Zambia’s education sector and policy environment.
Strong analytical, report writing, and presentation skills.
